This is a pledge, and a public contract.
If a player fills a sell ticket requiring me to vote a certain way on
a proposal, e CAN and MAY act on my behalf to cause me to vote on that
proposal as specified by the filler of the sell ticket.
This pledge may be terminated by Sgeo by announcement if there are no
active proposals on which e has either open or filled sell tickets.
