coppro's Grand Poobah Promotion/Demotion Policy

This is a public contract and a pledge, entitled coppro's Grand Poobah
Promotion/Demotion Policy.

This pledge dictates coppro's policy while in the office of Grand
Poobah. coppro may amend or terminate this contract by announcement if e
is not the Grand Poobah. If coppro is the Grand Poobah, e may amend it
without 3 objections, and any player may amend it with 1.5 Agoran Consent.

Disqualifying a player for demotion/promotion means that e shall not be
promoted or demoted, as appropriate, in that step, and shall no longer
be considered eligible for the remainder of the process. For all
purposes of this contract, events occurring prior to the previous
promotion/demotion (the cycle, not a single step) shall be considered
all to have occurred simultaneously, at the same time as said
promotion/demotion.

When performing promotions, the following rules shall apply for each
step, in order. If, at any step, there is one eligible player, this
process terminates and that player is promoted. If any step would
disqualify all eligible players, it instead disqualifies all but the one
or ones who most recently satisfied the condition that would cause em to
be disqualified.

1. Disqualify all players who spent Notes to lower eir own caste.
2. Disqualify all inactive second-class players.
3. Disqualify all inactive players.
4. Disqualify all players who had their caste lowered by the spending
of Notes.
5. Disqualify all second-class players.
6. Disqualify all players who have had less props transferred to em
than to another player.
7. Disqualify all players who had their caste raised by another
player spending of Notes since the last cycle.
8. Disqualify all players who spent Notes to raise eir own caste
since the last cycle.

If, at the conclusion at this process, there are still players eligible
for promotion, coppro shall choose one to promote at eir own discretion,
taking into account services performed to Agora since the last cycle.

When performing demotions, the following rules shall apply for each
step, in order. If, at any step, there is exactly the number of eligible
players left as there are demotions to be performed, this process
terminates and those players are demoted. If any step would disqualify
players and leave less eligible players than there are demotions to be
performed, it instead disqualifies all but the one or ones who most
recently satisfied the condition to be disqualified, working backwards
until there are at least as many eligible players as there are demotions
to be performed.

1. Disqualify all players who spent Notes to increase eir own caste.
2. Disqualify all first-class active players.
3. Disqualify all second-class active players.
4. Disqualify all first-class players.
5. Disqualify all players who had their caste raised by the spending
of Notes.
6. Disqualify all players who have had more props transferred to em
than to another player.
7. Disqualify all players who spent Notes to lower eir own caste
since the last cycle.
8. Disqualify all players who had their caste lowered by another
player spending of Notes since the last cycle.

If, at the conclusion at this process, there are still players eligible
for demotion, coppro shall choose who do demote at eir own discretion,
taking into account services performed to Agora since the last cycle.

If coppro makes an error in promotions and demotions with regards to
this policy, e shall promote as many of the players slighted by this
mistake as e can next cycle, and e shall not demote any of them next
cycle if possible, the rest of this contract notwithstanding. If the
mistake was accidental and did not significantly affect another player's
actions (such as the ability to win by Clout), then the resolution under
of this mistake should be considered to be an equitable remedy.
